Tentative U.S.–Iran framework as Israel escalates and Romania weighs NATO consultations

IRAN •The U.S. and Iran have reportedly reached a deal to extend the current temporary ceasefire for 60 days and reopen the Strait of Hormuz while they negotiate the thornier nuclear issues they still disagree on. •Pres. Trump has yet to sign off on the new framework, but wrote on Truth Social that he's close to making a "final determination" on it. Vice Pres. Vance said Trump still had issues with "a couple of language points" in the new draft that were holding up his decision. •In fact, it sounds like they're still far apart on several basic aspects of the proposed deal. For one, Trump said the deal calls for Iran to "immediately open" the Strait of Hormuz to unrestricted traffic, while Iranian state media insisted that "no such clause in the text of the agreement." •Another discrepancy is over money. Trump asserted that "No money will be exchanged, until further notice," while Iranian state media said "the most important part of the agreement” is “the immediate payment of $12 billion of Iran’s frozen assets."

ISRAEL •Iran also insists that the temporary ceasefire currently in place covers the wars that Iranian proxies - Hezbollah and Hamas - are fighting with Israel. •Israel disagrees, but the fact that it has escalated its offensive strikes in recent weeks as Iran and the U.S. got closer to a deal suggests Prime Minister Netanyahu may think Pres. Trump may ask him to restrain his forces on other fronts to preserve a fragile truce with Iran. •Israel's escalation continued yesterday and today. The Israeli military struck targets in southern Beirut for the first time in weeks, and Netanyahu also ordered his military to seize at least 70% of Gaza - despite the fact that doing so would violate the October ceasefire agreement, in which Israel agreed to limit its occupation of the territory to just over half its area.

RUSSIA •A drone - allegedly Russian - struck an apartment building in Galati, Romania, injuring two people. •European Commission President Ursula von der Leyen complained that the incursion "crossed yet another line," and Romania's Foreign Minister mused about invoking NATO's Article 4, which opens a discussion about threats to a NATO member's security. Article 4 is a step below Article 5, which requires all NATO members to come to the defense of any member under attack.
