Three-phase Gaza ceasefire proposal awaits responses
The proposal begins with a six-week ceasefire, partial Israeli withdrawal, resumed aid and exchanges involving some hostages and Palestinian prisoners. A second phase calls for a permanent ceasefire, complete Israeli withdrawal and release of remaining living hostages; a third covers the return of remains and a three-to-five-year reconstruction period. Hamas had not officially responded.
