Every participating European leader except Hungarian Prime Minister Viktor Orban supported a measure reaffirming Ukraine’s independence, sovereignty, and territorial integrity. Off Leash update 16 June 2026 IRAN •Vice President Vance revealed that he, Pres. Trump, and Iranian Parliament Speaker Ghalibaf have already e-signed the memorandum of understanding (MoU) agreed to over the weekend. They still plan to sign the real thing on Friday in Geneva before kicking off mediated talks about the next phase of the deal, which is the 60-day period for finalizing a more detailed final agreement including limits on Iran's nuclear programs. •We still don't know what exactly is in the 14-point MoU. That worries some U.S. officials, including Sen. Lindsey Graham (R-SC), who said he is "somewhat concerned that Iran's view of the agreement seems different than what the American negotiating team is claiming." Graham called for the release of the MoU's full text. •U.S. intelligence officials are similarly concerned that Iran's leaders won't be as agreeable in the thornier next phase of negotiations as they were in the course of negotiating this (fairly toothless) MoU. Their misgivings stem from intelligence showing that Iranian officials speak much more critically about the deal and their obligations under it when they discuss it amongst themselves than they do in front of mediators or media. ISRAEL •Even if U.S.-Iran negotiations on a final deal go smoothly, there's a risk that Israel could scupper the truce if it fails to comply with what Iranian Foreign Minister Abbas Araghchi says is a condition of Iran's agreement to a deal: Israel's full withdrawal from Lebanon, including the south. •Yesterday, Israeli Prime Minister Netanyahu defiantly vowed to keep forces in southern Lebanon "for as long as necessary." •Netanyahu is stuck in a quandary of his own making. He staked his political future on a hardline security policy focused on confronting Iran, and is now being asked by his country's only real ally - the U.S. - to back down, leaving Iran's regime in an arguably stronger position than it was pre-war. •He seems to be gambling that Iran will be willing to overlook a continued Israeli presence in Lebanon and won't scrap the U.S. peace deal over it. But he also seems to have calculated that the peace deal wouldn't survive an escalation in Israeli strikes on Iran and its proxies. •Netanyahu reportedly called off what Maj. Gen. Omer Tischler called a "broad strike sortie" on hundreds of Iranian targets last week - just one hour before the jets were due to take off, and after Netanyahu's tense phone call with Pres. Trump, in which Trump warned him against escalation. UKRAINE •G7 leaders met for a working session on Ukraine yesterday. Pres. Trump expressed hope that "maybe we could do something" about the war during the session, but the summit achieved no breakthroughs. •Pres. Zelensky, who also attended the G7 meeting, claimed that he proposed peace talks with Russia but Pres. Putin was "not ready." •Separately, the European Union (EU) formally launched the first stage of accession negotiations with Ukraine. •The process was delayed for two years because of former Hungarian Prime Minister Viktor Orban's opposition to Ukrainian accession. •Orban's successor, Peter Magyar, still has concerns about how Kyiv treats its ethnic Hungarian minority, but he gave the green light for accession talks to proceed in exchange for Ukraine's commitment to strengthen ethnic Hungarians' rights. •Hungary's Magyar suggested it could take over a decade for Ukraine to achieve full EU member status. That's likely an overestimate, but - given glacial EU bureaucracy - it seems more realistic than the EU's hyperambitious target of welcoming Ukraine into the bloc as early as 2027.

Iran–Hormuz tensions dominate ahead of elections in four countries
Off Leash update 6 April COMING UP THIS WEEK •Tomorrow at 8 pm ET is Pres. Trump's extended deadline for Iran to reopen the Strait of Hormuz or face strikes on its power plants and bridges. Iran's leaders have publicly dismissed the ultimatum, but Trump told Fox he thinks there's a "good chance" that private talks will reach a deal today to avoid escalation. •The first round of the golf Masters Tournament opens Thursday at the Augusta National Golf Club in Georgia. FOUR ELECTIONS NEXT WEEKEND •Djibouti votes for president on Friday. Longtime incumbent Ismail Omar Guelleh is sure to win, thanks to a late parliamentary decision scrapping an age limit of 75 that would've rendered him ineligible. Incidentally, that age limit was only imposed as part of a 2010 electoral "reform" that did away with term limits so he could run for a third term. This will be his sixth. •Hungary will hold a parliamentary election on Sunday. The Fidesz party's populist incumbent, Viktor Orban, is trailing in (independent) polls by 11 points to the center-right Tisza party's Peter Magyar, but government polls tell a different story, and analysts think Orban will pull out all the stops to extend his 16-year premiership. •Benin will vote for president on Sunday. The ruling party's candidate - current finance minister Romuald Wadagni - is heavily favored and the opposition's main candidate was barred from running. •Peru votes for president and parliament on Sunday. Two right-leaning candidates are leading the presidential polls, but - with a record 35 candidates contesting the race - it's likely to go to a runoff. Trump will make good on his increasingly brash threats against Iran if it doesn't "open the fuckin' strait" by his deadline of 8 pm ET tomorrow. •Trump seemed emboldened to escalate his rhetoric by the success of a high-risk rescue mission to locate and extract a U.S. Air Force colonel whose F-15E Strike Eagle was shot down in southern Iran on Friday. •Iranian forces were desperately searching for the downed airman, too, and would've used him as negotiating leverage if they'd found him first. A CIA deception campaign helped ensure that didn't happen. •Separately, Egypt, Pakistan, and Turkey proposed a 45-day ceasefire plan to both Iran and the U.S. that includes a proposal for reopening the Strait of Hormuz. Neither has responded yet, and it's unclear whether this is the deal that Trump gave a "good chance" of closing today. •Meanwhile, a likely Israeli strike killed Majid Khademi - the head of intelligence for Iran's Islamic Revolutionary Guard Corps (IRGC) - earlier today. Khademi had only been in his post since last June, when his predecessor was killed in an Israeli strike. TRADE •Bloomberg reported that 13 ships have transited the Strait of Hormuz in the past week: 10 exiting the Persian Gulf and three entering. •That's the highest seven-day rolling total since the war began, and it included a French container ship and a Japanese-owned LNG tanker - both with no clear links to Iran. However, it's still just a trickle compared to the historical average of 138 transits per day. •Iran has reportedly set up a tolling system - which witty commentators dubbed an "ayatollah booth" - to charge some ships a rumored $2 million (in yuan) for safe passage. It has also restricted transits to a narrow northern passage, creating a natural limit on traffic too. •Meanwhile, European leaders are exploring options for safeguarding trade in the Strait. They're reportedly considering naval escorts (French Pres. Macron's preferred option), minesweeping, aerial interceptors, and - the bureaucrats' favorite - negotiations and economic measures. All have drawbacks, and none are sure to work. CHINA •Cheng Li-wun, who leads Taiwan's largest opposition party - the Kuomintang (KMT) - won her party's leadership in October after campaigning on closer ties with mainland China. That platform also won her an invitation from Xi Jinping to visit the mainland, which she's doing this week with a delegation that will stop in Jiangsu, Shanghai, and Beijing. •Xi's courtship of the KMT under Cheng is likely part of his push to reunify Taiwan. It would be easier if a pliant future KMT government simply agreed to reunification than if Beijing had to take the island by force. •To that end, Beijing also reached out to the current (more defiant) Taiwanese government in early March to offer energy guarantees if it agreed to reunify. Taiwan's Democratic Progressive Party leaders quickly rejected the proposal, which was probably more of an optics play (to show Taiwan that its leaders refuse dialogue even at the expense of energy security) than a real offer. Syria clashes, European defense plans, and U.S. trade shifts
Off Leash update 7 March 2025 SYRIA •Armed loyalists to deposed dictator Bashar al Assad - including many from Assad's minority Alawite sect - have been giving Syria's new government - largely comprised of former Sunni Islamists - a headache. •As is often the case in Syria, reporting is murky and it's hard to tell what actually happened and in what sequence. Officials said police carried out a successful operation in Jableh yesterday to arrest Gen. Ibrahim Huweija - a former henchman of Assad's father and a suspect in the 1977 murder of Lebanese Druze leader Kamal Bek Jumblatt. •But police faced fierce resistance from pro-Assad gunmen - perhaps led by Assad's "favorite soldier," Suheil al Hassan - that escalated into multiple clashes in villages across Latakia province, leaving 80 dead (by one report). There are separate reports that Assadists took control of the former dictator's hometown of Qardaha in the scuffle. •The government imposed a nighttime curfew and sent reinforcements - including helicopter gunships - to Latakia, while begging Syrians to refrain from "raising sectarian sentiments." EUROPE AND UKRAINE •All 27 European leaders approved proposals to "facilitate significant defense spending at national level in all Member States" after a summit yesterday. •All of them except Hungary's Prime Minister Orban approved a separate measure reaffirming "Ukraine’s independence, sovereignty and territorial integrity." Orban abstained and instead said that Hungary would conduct a non-binding mail-in poll on allowing Ukraine to join the EU. [Orban made his position on that question clear to voters in a public statement declaring that Ukraine's accession to the EU "will destroy Hungarian farmers and Hungarian agriculture; ... it will destroy the entire Hungarian national economy, and I have no idea how we will control the crime that will flood into Hungary with this."] •Separately, the European Space Agency's new heavy-lift rocket, Ariane 6, successfully carried out its first commercial mission yesterday with the launch of a French military reconnaissance satellite. The EU previously depended on Russia's Soyuz rockets to put large satellites into orbit, but that arrangement ended in 2022 with the start of the Ukraine war. Now the EU has its own, independent launch capabilities. TRADE •Pres. Trump announced another reprieve on tariffs on Canadian and Mexican goods after the levies imposed this week caused stock markets to tumble. •Now goods covered by the U.S.-Mexico-Canada Agreement (USMCA) that Trump enacted during his first term will be exempt from the new 25% tariffs for one month. •The White House estimates that around 38% of Canadian imports and 50% of Mexican imports are covered by USMCA and will thus be exempt until April 2, when Trump plans to impose reciprocal tariffs on all trading partners. •Pres. Sheinbaum of Mexico and Prime Minister Trudeau of Canada are still lobbying for a permanent reprieve. •China, meanwhile, has refused to bargain over the additional 10% tariffs applied to Chinese imports to the U.S. this week. Instead, Beijing warned that it will fight "any type of war" with the U.S. - including a trade war. So the new 10% added tariffs on Chinese goods will remain in place. CRYPTO •Prices for the five cryptocurrencies that will be included in the new U.S. strategic crypto reserve - BTC, ETH, XRP, SOL, and ADA - dropped after the final order forming the reserve said it would be formed from the U.S. government's existing crypto holdings - and not from new purchases, as investors had expected.
