Maduro's government of "purposefully and deceitfully" sending criminals and murderers - i.e. the Tren de Aragua gang - to the U.S., and announced plans to impose a punitive 25% tariff on all imports from countries that buy oil from Venezuela - even indirectly. •The largest buyers of Venezuelan oil are China, the U.S. (via Chevron's production, which Trump has ordered to wind down), Spain, and India. Rystad Energy thinks the threat of new tariffs will lead those buyers to seek other sources of oil, which should be fairly easy for all four countries: Venezuelan oil is not a major share of total oil imports for any of them. •Separately, the U.S. resumed deportation flights to Venezuela via Honduras after striking a deal with both Venezuela and Honduras over the weekend. TURKEY •Pres. Erdogan isn't backing down from his standoff with Istanbul mayor - and potential rival for the presidency - Ekrem Imamoglu. •Erdogan had Imamoglu fired from his mayoral post and re-arrested on Sunday - just hours before Imamoglu's party planned to name him as its candidate for the next presidential election. •Erdogan accuses Imamoglu of corruption and supporting terrorism; Imamoglu says the charges against him are bogus and politically motivated. •Tens of thousands of Turks seem to side with Imamoglu: the mayor's arrest sparked the biggest protests Turkey has seen in over 10 years, and Erdogan's authoritarian response - to arrest over 1,000 demonstrators, including journalists - risks feeding protesters additional grievances against Erdogan to rally behind. In return, the Taliban released a U.S. citizen who had been detained in Afghanistan for over two years. SOUTH SUDAN •South Sudan continues to edge closer to another civil war. Forces loyal to Pres. Kiir carried out airstrikes on a military base aligned with First Vice President Riek Machar near Juba on Sunday, and then arrested several of Machar's senior allies yesterday. •Kiir's side accused Machar's opposition of "scaling up their movements" and said Machar's forces had deployed a patrol "in military formation" to observe army positions. Both sides seem to be preparing to fight.
Open source reportOff Leash update 24 Oct North Korea •U.S. intelligence corroborated reports that North Korea is sending soldiers to eastern Russia, but officials stopped short of explicitly concluding that they're training to fight in Ukraine - or perhaps are already fighting in Ukraine (as South Korea and Ukraine credibly allege). •SecDef Austin called the possibility of a North Korean deployment to Ukraine "very, very serious" and cast it as "an indication that [Pres. Putin] may be in even more trouble than most people realize." [Austin continued: "[Putin] went tin-cupping early on to get additional weapons and materials from the DPRK., and then from Iran, and now he’s making a move to get more people."] •North Korea's (alleged) presence in Ukraine could also frustrate China, which has a long friendship with North Korea but wants to be seen as a peacemaker - in opposition to a warmongering West - on the geopolitical stage. The NYT wrote: "The prospect of soldiers from China’s only treaty ally battling Western-backed forces on behalf of one of Beijing’s closest partners undermines that narrative." Turkey •Yesterday, armed attackers stormed the Ankara headquarters of Turkey's national aerospace company, Turkish Aerospace Industries, killing at least five people. The incident was quickly followed by a similar attack on a nearby defense company, Tusaş, that killed four. •Turkey blamed the usual bogeyman, the Kurdish Workers' Party (PKK), and bombed at least 30 PKK-linked "strategic locations" in northern Iraq and Syria. Kurdish officials said Turkey's reprisal airstrikes killed 12 civilians. •The timing was interesting, as Turkey's government has recently been subtly signalling a new willingness to end its 40-year conflict with the PKK. Just a day before the attacks, a far-right party leader allied with Pres. Erdogan publicly suggested that Erdogan could grant the PKK's imprisoned leader, Abdullah Öcalan, parole if he disbanded the PKK and renounced violence. •Öcalan's nephew - who was allowed to visit his uncle in prison for the first time in 43 months on Wednesday, just hours before the Ankara attacks - says Öcalan is open to taking a possible parole-for-peace deal. •That said, some question whether PKK militants would heed Öcalan's call to disband and renounce violence. There's speculation that PKK extremists carried out the Ankara attacks to derail a peace deal. Afghanistan •Taliban Acting Foreign Affairs Minister Sirajuddin Haqqani gave a rare interview with a Western journlist. It was only his second interview with a Western journalist since the Taliban regained power in 2021, and it was with a female journalist (!): the NYT's Afghanistan and Pakistan bureau chief. •Her pair of articles based on this interview and extensive related primary and secondary research and portray Haqqani as a jihadist-turned-diplomat now quietly advocating from within for more moderate policies than hardline Taliban emir Sheikh Haibatullah Akhundzada has decreed. Venezuela •The EU parliament awarded its Sakharov Prize - a prestigious award recognizing dedication to defending human rights and democracy - to Venezuelan opposition figures Maria Corina Machado and Edmundo Gonzalez Urrutia. •In awarding the prize, EU parliament president Roberta Metsola reaffirmed the EU legislature's support for the opposition: "This parliament stands with the people of Venezuela and with Maria and Edmundo in their struggle for the democratic future of their country." Mozambique •Mozambique's electoral commission declared Daniel Chapo of the long-ruling Frelimo party the country's president-elect, with 71% of the official vote. •The opposition cried foul, alleging fraud, and a charismatic independent candidate, Venâncio Mondlane, called on supporters to "paralyse the country." Open source reportOff Leash update 5 June India •India released results from its six-week election saga yesterday, and they revealed a shock decline in support for PM Modi's Bharatiya Janata Party (BJP) that exit polls had failed to predict. •The BJP still won more seats than any other party, but - for the first time since it came to power in 2014 - failed to secure the 272 seats it needed for an outright majority...far fewer than the 303 votes it won in 2019 or the "400 plus" supporters had predicted for 2024 in taunting campaign chants. •The BJP already governed within the National Democratic Alliance (NDA) coalition, but because the BJP alone had enough seats for a majority after the last election, it could force its platform through without outside suport - even from coalition parties. Now it may need to make more concessions to maintain the coalition's majority. •PM Modi declared that the results had "shown immense faith" in the BJP, but his critics say the BJP's loss in seats confirmed voters' frustrations with Modi's Hindu nationalism and failure to level India's vastly unequal playing field. •Investors sold Indian stocks, fearing that Modi's mandate for implementing pro-business reforms was weakened by softened electoral support. Mexico •While the BJP's stumble in Indian elections caused India's stockmarkets to fall ~6%, Mexican stock prices fell for a related-but-opposite reason: a landslide victory by left-wing President-elect Sheinbaum offers her a mandate to extend - or even expand - her populist predecessor's anti-business policies. •Sheinbaum has been opaque about her economic policy plans. Now there are semi-official reports that the Israeli strikes killed a senior Iranian IRGC commander, Saeed Abyar, and 12 militants. •The IRGC’s commander-in-chief, Hossein Salami, swore that Israel "will pay" and "should await a response." This response will probably be more muted than Iran's direct strikes on Israel in early April. Afghanistan •Abu Dhabi's ruler, Sheikh Mohammed bin Zayed al Nahyan, warmly welcomed Taliban official Sirajuddin Haqqani, who the U.S. wants to try on terrorism charges and is the subject of a $10 million U.S. arrest bounty. Despite their friendly meeting, the UAE still doesn't recognize the Taliban government - no nations have yet. Migration •Seeking to look tough on illegal immigration ahead of November elections, Pres. Biden signed an executive order that would trigger a ban on asylum applications by illegal migrants once seven-day average migrant encounters exceed 2,500. That's a low hurdle set near the current rate, so the (temporary) ban will likely be invoked very soon.
