GAZA •Yesterday, the U.S. circulated a draft UN Security Council resolution proposing an International Security Force (ISF) to run post-war Gaza for two years. •The draft emphasizes that the ISF would be an "enforcement force and not a peacekeeping force," and would have a mandate to disarm terror groups. •That's likely to be a turnoff for some of the Arab and Muslim leaders - like Jordan's King Abdullah - who have said they won't contribute troops to a force tasked with enforcing peace rather than merely keeping it.
