Zelensky up for today's peace talks in Turkey - which Putin himself had proposed on Sunday in an effort to avoid new sanctions EU leaders had threatened to nudge him towards talks. Zelensky grumbled that Putin's absence indicates "that he does not want to end the war." •It's not clear whether Ukrainian and Russian officials will still meet today. If they do, the Russian delegation will probably be led by hardline Putin aide Vladimir Medinsky rather than Putin himself, which means the summit is unlikely to result in a serious truce. •France is leading an EU effort to slap Putin with a 17th round of sanctions for blowing off peace talks. The new measures would target Russian "shadow" tankers and cyberattackers. SYRIA •On Tuesday, Pres.
