Trump announced that the U.S. and Iran will engage in direct* nuclear talks starting Saturday in Oman. •*Iran confirmed that it will participate in talks with the U.S. starting Saturday, but said the first round will be conducted indirectly via mediators, with direct talks to follow if this round goes well. [Ayatollah Khamenei has ruled out direct talks with the U.S. while Trump's "maximum pressure" policy is in place. ] •Trump threatened that Iran would be "in great danger" if the talks fail. They could well fail if U.S. negotiators make heavy-handed demands that a weakened and insecure Iran would feel compelled to reject - such as ordering Iran to completely dismantle its nuclear programs. •Separately, The Washington Post reported that Iranian tried to hire a Georgian drug trafficker to assassinate Rabbi Shneor Segal, the Chief Rabbi of Baku's Ashkenazi community, in Azerbaijan. Trump told reporters that his new reciprocal tariffs are simultaneously permanent and open to negotiation - "because there are things that we need beyond tariffs." •So far, only China (reciprocal tariff rate: 34%) and Canada (25%) have retaliated to U.S. reciprocal tariffs with new levies of their own. •The European Union (20%) is reportedly considering retaliating with a 25% tariff on a limited set of goods initially, but the bloc has also offered to completely remove tariffs on some products if the U.S. does the same. Ultimately, European officials suggest they hope to find a compromise to revert to lower tariffs, but they've threatened to expand the range of goods subject to tariffs if compromise proves elusive. •Most countries targeted with new reciprocal tariffs have resisted retaliating and instead plan to either offer concessions or try to negotiate. •Israel's Prime Minister Netanyahu rushed back to the White House for talks on both stalled hostage negotiations and tariff relief. Some analysts suggested that the "future operations" part could portend a ground invasion of Rafah, which Israel has been planning for months. Meanwhile, Israel carried out another airstrike in southern Lebanon, killing the commander of Hezbollah's Radwan Brigade, which Israel blames for firing rockets into its northern villages. Separately, the International Court of Justice began hearing Nicaragua's case against Germany over German military and financial aid for Israel. To me, a direct strike on Israel seems unlikely, since it would be a disproportionate and dangerous escalation that Israel would force Israel to respond similarly. It also seems unlikely that Iran would pull the U.S. into the fray with an attack on a U.S. facility. Pres. Raisi's chief of staff even wrote to Washington warning the U.S. to "step aside" and avoid involvement so it doesn't "get dragged into Netanyahu's trap." It's more likely that Iran will find a way to retaliate with a limited and targeted operation against a specific Israeli target that placates its hardliners who are demanding action but avoids angering Israel into re-retaliating. Ukraine The International Atomic Energy Agency said Ukraine's Zaporizhzhia nuclear power station - which has been under Russian control since Feb. 2022 - sustained damage yesterday from drone attacks that damaged its reactor and killed one person. Russia accused Ukraine of "nuclear terrorism," but Ukraine insists it wasn't involved and instead suggested Russia was responsible - though it's unclear why Russia would strike a nuclear plant it controls. Ecuador stormed the Mexican Embassy in Quito to arrest Jorge Glas, a former Ecuadorian vice president who took refuge in the compound in December to avoid a prison sentence for corruption. Mexico was offended by the affront and promptly cut diplomatic ties with Ecuador. NYT analysts pointed out that Ecuadorian president Daniel Noboa likely calculated that arresting Glas would boost his sagging approval ratings ahead of an election next year.
