Off Leash update 22 October Venezuela •Venezuelan police arrested former oil minister Pedro Tellechea and accused him of sharing key internal documents from state oil company PDVSA with "a company controlled by the US Intelligence Services." •Tellechea had just resigned from his post as Minister of Industry and National Production on Friday, citing health reasons. •He's the fourth Venezuelan oil minister since 2017 - out of five who have served in that time - to be arrested on similar allegations. Russia •Former U.S. Marine Paul Whelan spoke for the first time about his experience in the Russian prison system before his release in a swap this summer. •In an interview with CBS (https://t.co/ao8FzNaObF), Whelan called prison conditions "monotonous and filthy," and said he passed information from fellow prisoners who fought on the front lines in Ukraine along to Western officials using burner phones. •In other news about ex-Russian prisoners, murdered dissident Alexey Navalny's memoirs (titled "Patriot") come out today. Iran •Over the weekend, two documents purporting to show Five Eyes-only U.S. intelligence analysis of Israel's possible plans to retaliate on Iran for its ballistic missile barrage were posted on Telegram and then shared widely - especially within Iran. •The fact that the White House said Pres. Biden was "deeply concerned" about the unauthorized release of the files - plus the fact that they were first publicized by a pro-Iran account, Middle East Spectator - suggests the U.S. didn't deliberately leak them and they may have been stolen by hackers instead. •Most foreign airlines have paused flights to Iran in anticipation of Israel's retaliation. DRC •Rwanda-backed M23 rebels captured the North Kivu town of Kalembe, ending a ceasefire signed in August after years of Angolan mediation. Few believed the truce would last as long as it took DRC and the M23 to agree to it. Climate change programs are high on the agenda - although rich countries don't want to pay for them and indebted poor countries can't afford to. •Leaders of Commonwealth countries (the UK and most of its ex-colonies - or, roughly, countries that play cricket) meet in Samoa starting today. It's the first biennial Commonwealth Heads of Government meeting that King Charles III will lead. •Russia will host BRICS leaders for the bloc's 16th annual summit in Kazan tomorrow through Thursday. This will be the first opportunity for its new members (Egypt, Ethiopia, Iran, and the UAE) to join the namesake original members (Brazil Russia, India, China, and South Africa) for the meetings. [Saudi has been invited to join the bloc but isn't an official member yet and won't join this year's summit.] The group will discuss the possible future accession of up to 15 new members, including Cuba, Nicaragua, and Venezuela. •Uruguay and Japan will both vote on Sunday. A leftist opposition candidate, Yamandú Orsi, leads Uruguay's presidential polls, but not by enough to avoid a runoff. In Japan's snap poll, the long-ruling Liberal Democratic Party hopes to recover public trust it lost in recent financial scandals, but it risks losing ground to a divided opposition. One drone penetrated Israeli air defenses but caused no casualties. Ukraine and Russia •Yulia Navalnaya - the widow of murdered dissident Alexey Navalny - told BBC that she intends to continue her late husband's fight against Pres. Putin: "I will do everything to make his regime fall as soon as possible." •Navalnaya also said she intends to run for president of Russia as soon as Putin is out of the picture (she rationally fears returning to Russia while Putin is still in power because his government - which killed her husband - has accused her of extremism too). •Separately, Ukraine sent hundreds of drones into several regions of Russia overnight. Russia intercepted most of them, but one penetrated Russian air defenses and struck a military explosives manufacturer deep inside Russian territory. •Russia also targeted Kyiv with airstrikes over the weekend. North Korea •South Korea's spy agency studied satellite photos to conclude that at least 1,500 North Korean Special Forces troops are fighting for Russia in eastern Ukraine. Ukraine previously warned that North Korea plans to send up to 10,000 troops to the war. Other News •Moldova voted yesterday on a referendum deeming EU membership a "strategic objective." The outcome is too close to call but slightly tilted in favor of closer ties with (and, eventually, membership in) the EU - despite Russia spending around €100 million supporting the other side.

She's also editing a manuscript about his political career that he wrote in prison, which will be published and released in the U.S. in October. She was already unlikely to return to Russia; with this warrant outstanding, she definitely won't. •Separately, the U.S. FBI shut down a Russian "bot farm" that used artificial intelligence to post pro-Putin disinformation in the U.S. and elsewhere. The shuttered entity created two websites and almost 1,000 X (fka Twitter) accounts with all-American pseudonyms like "Sue Williamson" purporting to be normal apple pie-eating folks who think Putin is just swell. Gaza •An Israeli strike on a school building in southern Gaza reportedly killed at least 25 people. Israel said it was targeting a militant who had participated in the Oct. 7 attacks - and who was apparently sheltering behind displaced Gazans in the school building. •The UN estimates that over 80% of Gaza's schools have been severely damaged or destroyed in the war - often because militants like this one seek refuge in them. •Finally, Al-Monitor reported that PM Netanyahu's four "non-negotiable" demands for a ceasefire deal are causing problems for Egyptian mediators, who are trying to find common ground that Hamas and Israel can agree on. Netanyahu's demands are new and far removed from the slim common ground Hamas can reasonably accede to. Iran •Analysts agree that President-elect Pezeshkian won't be able to effect real policy changes in Iran's rigid theocracy, but the NYT hopes he'll at least be able to "shift the tone" and "tilt Iran away from the hard-line policies such as the mandatory hijab, which led to widespread discontent, an uprising and harsh crackdowns by the authorities." •While campaigning, Pezeshkian also indicated he's willing to negotiate with the U.S. to alleviate sanctions: "Why should we be fighting with the whole world?" [Of course, he'll only be allowed to negotiate within the narrow bounds Ayatollah Khamenei and the clerics set for him.] •Separately, U.S. Director of National Intelligence Avril Haines reported that Iran has been provoking and funding U.S.-based anti-Israel protests over Gaza to stoke political opposition to the war. In many cases, Iran-linked agents pose as online activists to agitate distrust in U.S. policy. China •Japanese observers spotted China's Shandong Carrier Group operating in the Philippine Sea for the first time this year (it deployed there three times last year). Its deployments always make Japan uneasy, and Japanese jets scrambled in response to this one, too. Electric Vehicles •Tesla's U.S. electric vehicle (EV) market share fell below 50% for the first time in the second quarter. Overall EV sales were up 11% year-over-year.
